November 28, 2005 The Tennessee Aeronautical Division is notified by the FAA that they (FAA) have received a report that a line of site problem has been created by recently completed runway expansion. The FAA stipulates "If there is a Line of Site standard violation , the extended portion of the runway should remain closed until the standard can be met."

December 29, 2005 The Tennessee Aeronautical Division reviews a scaled airport layout drawing provided by a local pilot. This drawing, based on the actual construction drawings used for the airport expansion, clearly show a line of sight problem with the design. TAD is provided the drawing and the video created on November 28, 2005

December 1, 2005 The State of Tennessee Aeronautical Division sends a FAX to County Mayor John Gentry directing the airport owner (McMinn County) to close the North 650' of the runway. The Fax states: " We have verified that there is a deviation from an advisory line of sight criteria on the runway " The marking of the threshold need to be performed immediately in order to eliminate the potential of a line of sight related incident."

December 6, 2005

The Daily Post Athenian runs an article entitled "Safety issues partially close McMinn airport. " Six hundred feet of the new runway have been closed as a temporary solution to a line-of-sight problem brought into question by local pilots."  County Mayor John Gentry is quoted " any financial burden resulting from changes at the airport will not fall on the local level. “If it requires some reconstruction – and that’s a big “if” right now – they have led me to believe the state of Tennessee will take responsibility,” Gentry said. “They said McMinn County is at no fault.”  “It’s a safer airport than it was before,” Gentry said. “That’s the bottom line.”

WBIR Television airs the story " Pilots say planes 'disappear' on new runway " further stating " It (the FAA) ruled the runway, made wider and longer to better accommodate corporate jets, violates the "Line of Sight" criteria." They further reported that " A spokesperson for the Tennessee Department of Transportation (TDOT) says its project manager was informed of the possibility of a line of sight issue at a preliminary design meeting in January 2004 . The spokesperson says its project manager determined that a taxiway to be built parallel to the entire runway would negate the line of sight restriction, so he decided that it did not make economic sense to change the plan at that time." Also a spokesman for HMB Professional Engineers, the engineering firm responsible for the design of the airport expansion stated "We were trying to meet all federal standards and while doing that, we may not have met one federal standard," HMB Professional Engineers owner Mark Paslick explains. "

December 7, 2005 Daily Post Athenian run an article entitled "Pilots seek safety pack ." "Ronnie Fitzgerald, an engineer with the state aeronautics division, said the video proved there is a problem with the runway."

December 8, 2005

The immediate action required by the December 1, 2005 Fax is implemented seven days after receipt of the request.

The North 650 feet of runway is marked as a taxiway allowing aircraft to used this portion of the runway for taxiing but not for take-off or landing.

December 14, 2005 The FAA responds to a written request from a local pilot and states " the FAA has recommended that the portion of the runway behind the proposed threshold relocation be marked as unusable for runway or taxi operations"

December 16, 2005 The Tennessee Aeronautical Division provided a written statement "working with the airport’s consultant, verified the validity of your line of sight concern . We have also determined that the completion of the parallel taxiway will not completely alleviate this problem". They further state that  "upon further discussions with the FAA, we have decided to simply recommend the temporary closure of the new portion of the taxiwayuntil we determine the ultimate solution to the line of sight problem ."

December 20, 2005

On Dec 20, 2005, the airport manager "was contacted by telephone (by the State of Tennessee Aeronautical Division) and informed that a revision to the marking plan would be developed and that it was this division's recommendation that the parallel taxiway north of the connector A-5 be closed in addition to the north 640' of runway".

December 22, 2005

The Daily Post Athenian runs an article "Dozen local pilots argue airport safe ". "Elevenother airmen signed a separate letter rebutting questions of safety at the McMinn County Airport. “We believe the McMinn County Airport is one of the finest and safest in the state ." "The pilots delivered their statements to the McMinn County Commission Monday. “It’s a little bit of a different view than what we’ve been getting,” said Commission Chairman David Crews "

Note: On December 16, 2005, The Tennessee Aeronautical Division had already confirmed the existence of the safety issue and had recommended closure of the affected areas. (See December 16, 2005 and December 20, 2005 above)

Airport lighting contractors disclose the revised lighting plan for the airport does not included the installation of lights for the newly constructed parallel taxiway suggesting that the taxiway is temporarily closed.

January 5, 2006 After discussion between Flight Instructor, Kenny Witt and County Mayor John Gentry concerning the failure of the county to close the taxiway and runway in accordance with the second FAA and Tennessee Aeronautic Division directives, Mr. Witt receives a call from the County Airport Manager severing all professional ties with Mr. Witt.

August 18, 2006 On of about August 18, threshold is relocated 3450 feet from the north end of the runway and the contractor places unsecured sheets of plywood painted white on the portion of the runway north of the relocated threshold forming white arrows pointed south.
