       B.     Airport Committee - Commissioner Vincent .

Commissioner Vincent said that the Airport Committee met earlier this evening and he presented the following resolution to approve and award the bid for McMinn County Airport improvements. Commissioner Vincent explained that the bids were not as high as they thought they might be and added that they were bid out in sections as delineated in this resolution.

RESOLUTION NO. 04-157

A RESOLUTION TO APPROVE AND AWARD THE BID FOR MCMINN COUNTY AIRPORT IMPROVEMENTS

WHEREAS, in order to properly perform the essential operations of county government, goods and services must often be let for bid; and

WHEREAS, McMinn County has been approved by the Tennessee Department of Transportation, Division of Aeronautics for 90/10 funding to make significant improvements to the McMinn County Airport runway and lighting system; and

WHEREAS, McMinn County has followed the proper procedures in securing the bids; and

WHEREAS, HMB Engineers and Robert Beene, McMinn County Engineer, recommends the bid be awarded for Schedule # 1 (Road Relocation) to Whaley & Sons, Inc. for $84,577.10, Schedule # 2 (Grade & Drain For Extension) to McKinney Excavating for $1,093,426.98, Schedule # 3 (Widening & Paving) to Rogers Group for $1,249,005.40, and Schedule # 4 (Lighting System) to Jaco for $348,334.10, these vendors providing the lowest and best bids meeting specifications.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF MCMINN COUNTY, TENNESSEE, MEETING IN REGULAR SESSION THIS THE 20TH DAY OF SEPTEMBER 2004, that this Commission does hereby approve the recommendation of the County Engineer and HMB Professional Engineers and grants authority to the County Mayor to execute all documents necessary to fulfill the requirements of this project.

MOTION made by Commissioner Vincent, and seconded by Commissioner McPhail, to approve this resolution.

Motion carried with two dissenting votes by Commissioner Holbrook and Commissioner King.
