5. AIRPORT EXPANSION BID

Commissioner Vincent, Chairman of the Airport Committee, presented the following resolution to approve and award the bid for McMinn County Airport Improvements.

Resolution No. 04-158

A RESOLUTION TO APPROVE AND AWARD THE BID FOR MCMINN COUNTY AIRPORT IMPROVEMENTS

WHEREAS, in order to properly perform the essential operations of county government, goods and services must often be let for bid; and

WHEREAS, McMinn County has been approved by the Tennessee Department of Transportation, Division of Aeronautics for 90/10 funding to make significant improvements to the McMinn County Airport runway and lighting system; and

WHEREAS, McMinn County has followed the proper procedures in securing the bids; and

WHEREAS, HMB Engineers and Robert Beene, McMinn County Engineer, previously recommended the bid be awarded for Schedule # 1 (Road Relocation) to Whaley & Sons, Inc. for $84,577.10; and

WHEREAS, Whaley & Sons bid package had a qualification letter stating they were only interested in the bid provided they were also awarded the Schedule #2, therefore the HMB Engineers and Robert Beene, McMinn County Engineer, recommends the bid be awarded to L. Murphy Enterprises Inc. for $99,750.60 the next best bidder meeting specifications.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF MCMINN COUNTY, TENNESSEE, MEETING IN CALLED SESSION THIS THE 4TH DAY OF OCTOBER 2004, that this Commission does hereby approve the recommendation of the County Engineer and HMB Professional Engineers and grants authority to the County Mayor to execute all documents necessary to fulfill the requirements of this project.

Commissioner Vincent explained that this bid was awarded at the September 20,2004 Regular Session of the County Commission. There were four sections to this bid: Schedule # 1 (Road Relocation), Schedule # 2 (Grade and Drain for Extension), Schedule #3 (Widening and Paving), and Schedule #4 (Lighting System). Commissioner Vincent further explained that HMB Engineers and Mr. Robert Beene, McMinn County Engineer, previously recommended the bid be awarded for Schedule # 1 to Whaley & Sons, Inc., but they had a qualification letter stating that they were only interested in the bid providing they were also awarded the Schedule #2. This letter was missed by the engineers and because of this, HMB called Whaley & Sons to yen the did not want this portion of the bid. The Engineers recommend that the bid for road relocation (Schedule # 1) be awarded to L. Murphy Enterprises, Inc., the next best bidder meeting specifications. The details of this were explained by Mr. Mark Pazlick, of HMB Professionals, and there was some discussion.

MOTION made by Commissioner Vincent, and seconded by Commissioner Masingale, to approve this resolution. In response to a question from Commissioner Jack Powers, Mr. Gentry said that this bid was about $13,000.00 more.

Motion carried by voice vote.
